The Etixx-QuickStep professional used his power and experience to cover the course in Doha in a winning time of 44 minutes and 42 seconds.
He adds the individual time trial title to the team title he won on Sunday.
He will now be wearing the rainbow jersey for the Katusha-Alpecin team throughout 2017 after deciding to leave Etixx-QuickStep at the end of this season.
On his victory he said: “It’s amazing. I actually can’t believe it. I mean that everybody knows that I hadn’t got a good year so far until Sunday. So in my second last race of the year getting World Champion – it is incredible. And that makes everything forgotten that happened in the year.”
As Martin equaled Fabian Cancellara’s record of four UCI World Championships time trial titles, reigning world champion Vasil Kiryienka had to settle for the silver medal this time around.
The 35-year-old from Belarus, who struck gold in Richmond, in the US last year, crossed the line 45 seconds back on Martin.
European Time trial champion, Jonathan Castroviejo rounded out the podium in third place.
The Spaniard, who rides for the Movistar star team during the pro season, was one minute and 10 seconds adrift of the winner.
